Extensive Infrastructure Upgrade Over Victoria Station

Phoenix ME were appointed to deliver the full mechanical, electrical and public health (MEP) shell and core installation and commissioning for a major office redevelopment at 123/151 Buckingham Palace Road, London. The project required substantial upgrades to existing MEP systems to meet the needs of modern office tenants and today’s energy efficiency standards.

Situated above platforms 15–19 at London Victoria Station, the scheme involved an extensive M&E infrastructure upgrade and the addition of three new floors to the existing structure. This increased office space from 35,626m² to 59,739m² and retail space from 1,370m² to 2,138m².

Strategic Plant Relocation and Prefabrication

All landlord and tenant mechanical plant was originally located on the Level 5 roof, requiring relocation to enable new floor construction, without disrupting business operations below. Following detailed track and trace surveys, Phoenix developed a strategic phased relocation plan, initially moving plant to temporary areas and then to a permanent new roof location on Level 8. For the electrical works, Phoenix developed a value-engineered solution to combine the new HV/LV switchgear into a single packaged unit to minimise space constraints and reduce shutdown durations.

Prefabrication played a key role in reducing programme risk, with elements including a new packaged substation, offsite-built plantrooms and pump houses, prefabricated pipework and valve sets, and distribution boards.
